    Performance calculations for 200-1000 MWe MHD/steam power plants

    The effects of MHD generator length, level of oxygen enrichment, and oxygen production power on the performance of MHD/steam power plants ranging from 200 to 1000 MW in electrical output are investigated. The plants considered use oxygen enriched combustion air preheated to 1100 F. Both plants in which the MHD generator is cooled with low temperature and pressure boiler feedwater and plants in which the generator is cooled with high temperature and pressure boiler feedwater are considered. For plants using low temperature boiler feedwater for generator cooling the maximum thermodynamic efficiency is obtained with shorter generators and a lower level of oxygen enrichment compared to plants using high temperature boiler feedwater for generator cooling. The generator length at which the maximum plant efficiency occurs increases with power plant size for plants with a generator cooled by low temperature feedwater. Also shown is the relationship of the magnet stored energy requirement of the generator length and the power plant performance. Possible cost/performance tradeoffs between magnet cost and plant performance are indicated

    Primary propulsion of electrothermal, ion and chemical systems for space-based radar orbit transfer

    An orbit transfer mission concept has been studied for a Space-Based Radar (SBR) where 40 kW required for radar operation is assumed available for orbit transfer propulsion. Arcjet, pulsed electrothermal (PET), ion, and storable chemical systems are considered for the primary propulsion. Transferring two SBR per shuttle flight to 1112 km/60 deg using electrical propulsion systems offers an increased payload at the expense of increased trip time, up to 2000 kg each, which may be critical for survivability. Trade offs between payload mass, transfer time, launch site, inclination, and height of parking orbits are presented

    Summary and evaluation of the conceptual design study of a potential early commercial MHD power plant (CSPEC)

    The conceptual design study of a potential early commercial MHD power plant (CSPEC) is described and the results are summarized. Each of two contractors did a conceptual design of an approximtely 1000 MWe open-cycle MHD/steam plant with oxygen enriched combustion air preheated to an intermediate temperatue in a metallic heat exchanger. The contractors were close in their overall plant efficiency estimates but differed in their capital cost and cost of electricity estimates, primarily because of differences in balance-of-plant material, contingency, and operating and maintenance cost estimates. One contractor concluded that its MHD plant design compared favorably in cost of electricity with conventional coal-fired steam plants. The other contractor is making such a comparison as part of a follow-on study. Each contractor did a preliminary investigation of part-load performance and plant availability. The results of NASA studies investigating the effect of plant size and oxidizer preheat temperature on the performance of CSPEC-type MHD plants are also described. The efficiency of a 1000 MWe plant is about three points higher than of a 200 MWe plant. Preheating to 1600 F gives an efficiency about one and one-half points higher than preheating to 800 F for all plant sizes. For each plant size and preheat temperature there is an oxidizer enrichment level and MHD generator length that gives the highest plant efficiency

    Improving School Accountability Measures

    A growing number of states are using annual school-level test scores as part of their school accountability systems. We highlight an under-appreciated weakness of that approach the imprecision of school-level test score means -- and propose a method for better discerning signal from noise in annual school report cards. For an elementary school of average size in North Carolina, we estimate that 28 percent of the variance in 5th grade reading scores is due to sampling variation and about 10 percent is due to other non-persistent sources. More troubling, we estimate that less than half of the variance in the mean gain in reading performance between 4th and 5th grade is due to persistent differences between schools. We use these estimates of the variance components in an empirical Bayes framework to generate filtered' predictions of school performance, which have much greater predictive value than the mean for a single year. We also identify evidence of within-school heterogeneity in classroom level gains, which suggests the importance of teacher effects.

    New features and applications of PRESTO, a computer code for the performance of regenerative, superheated steam turbine cycles

    The code was designed to analyze performance at valves-wide-open design flow. The code can model conventional steam cycles as well as cycles that include such special features as process steam extraction and induction and feedwater heating by external heat sources. Convenience features and extensions to the special features were incorporated into the PRESTO code. The features are described, and detailed examples illustrating the use of both the original and the special features are given

    A MHD channel study for the ETF conceptual design

    The procedures and computations used to identify an MHD channel for a 540 mW(I) EFT-scale plant are presented. Under the assumed constraints of maximum E(x), E(y), J(y) and Beta; results show the best plant performance is obtained for active length, L is approximately 12 M, whereas in the initial ETF studies, L is approximately 16 M. As MHD channel length is reduced from 16 M, the channel enthalpy extraction falls off, slowly. This tends to reduce the MHD power output; however, the shorter channels result in lower heat losses to the MHD channel cooling water which allows for the incorporation of more low pressure boiler feedwater heaters into the system and an increase in steam plant efficiency. The net result of these changes is a net increase in the over all MHD/steam plant efficiency. In addition to the sensitivity of various channel parameters, the trade-offs between the level of oxygen enrichment and the electrical stress on the channel are also discussed

    Estimating Returns to Schooling When Schooling is Misreported

    We propose a general method of moments technique to identify measurement error in self-reported and transcript-reported schooling using differences in wages, test scores, and other covariates to discern the relative verity of each measure. We also explore the implications of such reporting errors for both OLS and IV estimates of the returns to schooling. The results cast a new light on two common findings in the extensive literature on the returns to schooling: sheepskin effects' and the recent IV estimates, relying on natural experiments' to identify the payoff to schooling. First, respondents tend to self-report degree attainment much more accurately than they report educational attainment not corresponding with degree attainment. For instance, we estimate that more than 90 percent of those with associate's or bachelor's degrees accurately report degree attainment, while only slightly over half of those with 1 or 2 years of college credits accurately report their educational attainment. As a result, OLS estimates tend to understate returns per year of schooling and overstate degree effects. Second, because the measurement error in educational attainment is non-classical, IV estimates also tend to be biased, although the magnitude of the bias depends upon the nature of the measurement error in the region of educational attainment affected by the instrument.

    Integrated gasifier combined cycle polygeneration system to produce liquid hydrogen

    An integrated gasifier combined cycle (IGCC) system which simultaneously produces electricity, process steam, and liquid hydrogen was evaluated and compared to IGCC systems which cogenerate electricity and process steam. A number of IGCC plants, all employing a 15 MWe has turbine and producing from 0 to 20 tons per day of liquid hydrogen and from 0 to 20 MWt of process steam were considered. The annual revenue required to own and operate such plants was estimated to be significantly lower than the potential market value of the products. The results indicate a significant potential economic benefit to configuring IGCC systems to produce a clean fuel in addition to electricity and process steam in relatively small industrial applications

    Preferences and Heterogeneous Treatment Effects in a Public School Choice Lottery

    This paper combines a model of parental school choice with randomized school lotteries in order to understand the effects of being assigned to a first-choice school on academic outcomes. We outline a simple framework in which those who place the highest weight on academics when choosing a school benefit the most academically when admitted. Although the average student does not improve academically when winning a school lottery, this average impact conceals a range of impacts for identifiable subgroups of students. Children of parents whose choices revealed a strong preference for academic quality experienced significant gains in test scores as a result of attending their chosen school, while children whose parents weighted academic characteristics less heavily experienced academic losses. This differential effect is largest for children of parents who forfeit the most in terms of utility gains from proximity and racial match to choose a school with stronger academics. Depending on one's own race and neighborhood, a preference for academic quality can either conflict with or be reinforced by other objectives, such as a desire for proximity and same-race peers.

    What Does Certification Tell Us About Teacher Effectiveness? Evidence from New York City

    We use six years of data on student test performance to evaluate the effectiveness of certified, uncertified, and alternatively certified teachers in the New York City public schools. On average, the certification status of a teacher has at most small impacts on student test performance. However, among those with the same certification status, there are large and persistent differences in teacher effectiveness. This evidence suggests that classroom performance during the first two years, rather than certification status, is a more reliable indicator of a teacher's future effectiveness. We also evaluate turnover among teachers with different certification status, and the impact on student achievement of hiring teachers with predictably high turnover. Given relatively modest estimates of experience differentials, even high turnover groups (such as Teach for America participants) would have to be only slightly more effective in their first year to offset the negative effects of their high exit rates.
